# ChunkMap Policy to Pipeline

**Purpose:** Take unstructured natural-language policy documents (SOPs, playbooks, tribal knowledge) and compile them into **version-controlled, machine-readable logic blocks** with strict citation IDs for AI pipelines.

## When to use / audience

Use when enterprise logic is trapped in PDFs, slides, or “ask Maria,” and AI produces generic output because nothing modular was ingested.

**Audience:** enterprise leaders, solution architects, transformation owners, risk/compliance partners.

## Step-by-step procedure (ChunkMaps method)

### 1. Chunk up: name the enterprise outcome

### 2. Chunk across: inventory logic silos

Sibling knowledge domains (contracts, SOPs, authority, fraud, CX overrides, …).

### 3. Chunk down recursively until leaves are machine-testable

Stop when each leaf is a boolean/threshold/override a system can evaluate-not a paragraph of prose.

### 4. Encode chunks as an auditable schema

**ID rules:** stable prefix by domain (`AUTH-`, `REG-`, `CX-`); never reuse IDs with new meaning-version instead.

### 5. Wire the AI step to consume chunks, not slides

### 6. Govern like software

Change a threshold → version that Chunk ID → re-run regression cases → publish the map. Strategy stays human-owned; execution stays modular.

## Worked mini-example: Claims exception policy

**L0:** Decide exception disposition with audit trail → `AUTO_APPROVE | ESCALATE | DENY`.

Authority matrix leaves (examples from site guide):

- Auto ≤ $2,500 (property) → `AUTH-01`
- Never auto if prior fraud flag → `AUTH-02`
- VIP retention path → escalate → `CX-04`
- Legal hold → deny auto path → `REG-12`

Agent must cite Chunk IDs in every disposition.

## Guardrails / failure modes

| Unowned chunks | Assign steward before publish |
| Silent rule edits | Semver + changelog per Chunk ID |
